The School Governance Regulations 2012 specify three core functions for the Governing Body:

  • to set the vision and strategic direction of the school;
  • to hold the head teacher to account for its educational performance; and
  • to ensure that its financial resources are well spent.

To do this we meet as a full Governing Body four times a year, twice in the autumn term (including the GB Away Day), once in spring and once in the summer terms.  We buy into Governor Services at Newham Partnership Working, who distribute papers and agendas for us and provide our Clerk, Margaret Patient.

A central item at each GB meeting is considering and questioning the Head Teacher’s termly report on progress against our strategic priorities.  We also use comparative national data and governor visits to evaluate the school’s progress.

Governing Body Committees

To ensure that our governance is effective we delegate more detailed Governing Body functions to specialist committees.  Meeting dates for the three standing committees are set at the start of each year, with agendas planned well in advance to review policies, targets and budgets in line with the annual ‘compliance calendar’.  We try to keep meetings of committees to no more than 90 minutes, with notes taken by one of the Head Teacher’s office staff where possible.  All committees report back to the full governing body, making recommendations for GB approval.

Pupil Well-being & Curriculum Committee (PWCC)

Meets three times a year, once per term, providing guidance and assistance to the Headteacher and the Governing Body in all matters relating to the curriculum, learning and teaching and pupil well-being. PCC monitors exclusions, attendance and pupil premium expenditure and impact every term, along with staffing trends and needs.  Current membership of the Pupil Well-being and Curriculum Committee:

Resources Committee  

Meets three times a year, once per term, to provide scrutiny, guidance and assistance to the Head Teacher and the Governing Body in all matters relating to budgeting, finance, premises and health and safety.

Resources Committee considers budget requests, recommends a provisional budget to full GB, and monitors budget statements every meeting, looking at trends and concerns. They also look at premises-related issues, including Health & Safety, setting targets for improvements and repairs, and monitoring progress and expenditure. They approve and monitor a Premises Development plan, which forms part of the whole school improvement plan. Current membership of the Resources Committee:

Performance Management Committee

Meets once a year with an external advisor to review the Head Teacher’s performance and agree his annual targets for improving teaching, leadership and management.  Current membership of the Performance Management Committee:

Other committees are called together as required, which is fortunately not often at Gallions.  All non-staff governors are asked to make themselves available, with a minimum of three governors required for any meeting of the following committees:

  • Pupil Discipline
  • Staff Discipline, Grievance and Appeals
  • Complaints

Link Governors

At the first meeting of the autumn term each year we appoint Link Governors, who take individual responsibility for monitoring aspects of the school’s work and reporting back to relevant committees and the full Governing Body.

Governor visits to school

All governors are strongly encouraged to visit the school during school hours at least once a year in order to understand how the school is operating and to pick up on any trends or concerns. 

Visits should always be arranged in advance with the Head Teacher or with a relevant senior staff member, and governors should feed back on visits to the Head Teacher and the Governing Body.  We ask governors to complete a brief visit record after any individual visit to school, using the template available from the Head Teacher’s PA.  

Governors are also encouraged to join the annual group visit to school, usually a half-day (morning) in the spring term, when we focus on monitoring progress against a key priority for school development.
